Both the House and Senate proposed studying the energy and transportation impacts to Washington of removing the Snake River dams. However, only the House version would provide policymakers and the public with the necessary analysis for future decisions.  Without including these provisions, the analysis will fall short of the data needed for future policy decisions.

Please ensure the final version includes the following considerations:

Energy: 
•	Assessment of the incremental clean energy required to replace the LSRD above and beyond CETA’s existing requirements for fossil-fuel replacements
•	Examination of land-use constraints
•	Analysis of grid reliability impacts

Transportation:
•	Identifies needed road and rail improvements necessary to safely and cost-effectively move cargo vital to the region’s growth
•	Adequately considers the increased GHG emissions as well as the increased cost to ship goods that will result from fewer competitive transportation options
•	Assess the viability of alternatives, including adding rail capacity through the Columbia River Gorge
•	Incorporates sufficient legislative oversight which includes commercial and recreational river users, communities, and other stakeholders.
