Tell Governor Hochul: Sign the child care bills!

In the final days of the 2024 legislative session, the legislature passed three important bills that will make child care easier to access for thousands of families across New York State. Governor Hochul must sign these bills immediately, so that families can get the care they need for their children.

A.4099-A/S.4667-A will let families get help paying for child care while their application is being processed, because parents can't wait 30-60 days for child care when they have a job offer today.

A.1303-A/S.4924-A will make families who have the lowest incomes eligible for help paying for child care, because no one should be considered too poor to get help and families with the lowest incomes need help the most.

A.8878/S.8152 will give parents who receive help paying for child care the same flexibility as private pay families on when they drop off and pick up their child from care, because kids need consistency and parents need predictability.

All three of these bills passed both the Assembly and state Senate with overwhelming bipartisan support. The governor must act now and sign these bills. Families cannot afford to wait to have these barriers to child care assistance removed.

En los últimos días de la sesión legislativa de 2024, la legislatura aprobó tres importantes proyectos de ley que facilitarán el acceso al cuidado infantil para miles de familias en todo el estado de Nueva York. La gobernadora Hochul debe firmar estos proyectos de ley de inmediato, para que las familias puedan obtener el cuidado que necesitan para sus hijos.

A.4099-A/S.4667-A permitirá que las familias obtengan ayuda para pagar el cuidado infantil mientras se procesa su solicitud, porque los padres no pueden esperar entre 30 y 60 días para recibir el cuidado infantil cuando tienen una oferta de trabajo hoy.

Estos tres proyectos de ley fueron aprobados tanto por la Asamblea como por el Senado estatal con un abrumador apoyo bipartidista. El gobernador debe actuar ahora, y firmar estos proyectos de ley. Las familias no pueden permitirse el lujo de esperar a tener estas barreras a la asistencia de cuidado de niños eliminadas.

In the final days of the 2024 legislative session, the Legislature passed three important bills that will make child care easier to access for thousands of families across New York State. I am writing to urge you to sign these bills immediately, so that families can get the care they need for their children.

A.8878/S.8152, known as decoupling, would make it easier for working parents, including those in the gig economy or sectors like retail with fluctuating schedules, to access child care by decoupling child care assistance coverage hours from a parent's work hours.

A.4099-A/S.4667-A, known as presumptive eligibility, would allow families quick access to child care assistance while waiting for application processing to be completed, so parents do not lose job opportunities and children experience more continuity of care.

A.1303-A/S.4924-A, known as ending the minimum earnings requirement, will end New York’s deeply unfair practice of denying child care assistance to parents whose earnings are on average less than minimum wage, denying assistance to many parents who are small business owners barely paying themselves, and parents hustling in the gig economy who do not always bring in earnings that average out to minimum wage.

All three of these bills passed both chambers with overwhelming bipartisan support. The governor must act now, and sign these bills. Families cannot afford to wait to have these barriers to child care assistance removed.
