Protect PT (Penn-Trafford) is a nonprofit membership organization dedicated to ensuring residents' safety, security, and quality of life by engaging in education and advocacy to protect the economic, environmental, and legal rights of the people in Westmoreland and Allegheny counties.
Protect PT's Air Monitoring Program helps protect residents from air pollution-related impacts associated with the construction, drilling and completion phases of unconventional natural gas well pad development. The Program achieves this goal by monitoring and tracking particulate matter levels so Program Participants can use the data in efforts to address or mitigate excessive air pollution levels. Initially, the Program will help residents establish baseline particulate matter levels prior to development. When requested and as monitoring equipment is available, the Program will also help residents to continue monitoring particulate matter levels at on their property to evaluate compliance with applicable federal and state air pollution standards. For example, The Environmental Protection Agency sets the standard for PM 2.5 at 35 μg/m3 for the average concentration over a 24 hour period. State standards cannot be less stringent than the federal standards. The Program will help residents monitor for compliance and provide Participants with the resulting data.
By signing this agreement below, the Program Participant agrees to the following:
• The Program Participant agrees to continuous outdoor air monitoring at their residence for 90 days.
• Protect PT will provide a log to track air events, such as odors or health impacts. Program Participants agree to log the date, time, weather conditions and known sources of air pollution throughout the duration of the monitoring period. If something smells foul or causes you to feel suddenly ill, record it.
• Trained Protect PT representatives will install the device on the Program Participant's property indoors and out of doors in an area with free airflow. Upon completion of the monitoring period, Protect PT will visit to remove the monitoring equipment. Program Participants agree to avoid handling equipment to obtain the most accurate results.
• If desired, agrees to allow the monitoring device to be connected to their Wifi network by entering their Wifi network name and password into the Purple Air/AirViz website. The monitoring device is a secure network. Protect PT will not use Wifi network name or password information for any reason other than setting up the monitor to record air quality data. At the conclusion of the study, and all the air quality data is downloaded, the device will be cleared of all memory (including Wifi network and password).
• The Program Participant agrees to arrange a time when they will be present to install and pick up the monitoring equipment.
• The Program Participant will not be held responsible for damage to the equipment. However, the Program Participant agrees to immediately notify Protect PT if there is any evidence of tampering with the equipment or damage to the equipment.
• The Program Participant and Protect PT agree that all data obtained through the Air Monitoring Program will be subject to review and analysis by the Program Participant, Protect PT, and Protect PT's affiliates. However, the data obtained will not be made public without the Program Participant's express written consent revising this agreement.
