Thank you for intervening in the Illinois Commerce Commission proceedings related to Navigator’s proposed CO2 pipeline (Docket #22-0497). I am writing to express my concerns over and objections to Navigator’s proposed CO2 pipeline that is proposed to pass through our county. No existing CO2 pipeline approaches its size, length or complexity, and Navigator has experience transporting oil - not carbon dioxide. If Navigator CO2 Ventures’ carbon pipeline is installed and becomes operational, it would:

•  Threaten human lives and livestock.
• Damage farms and farm infrastructure, reducing crop yield.
• Reduce property values .
•Require repair or replacement of roads.
• Increase costs to townships, counties, and communities .

As a resident of this county, I am asking you to protect those of us who live and work here, who could be impacted by this pipeline, by:

1. Adopting a moratorium that is tied to the Pipeline Hazardous Material and Safety Administration’s rule-making process.  This administration announced, in May, that CO2 pipelines needed more safety measures and improved oversight.  As a resident of Knox County, I do NOT want to see any CO2 pipeline constructed that does not comply with new standards.

2. Adopting zoning. The County Board can, and must regulate setbacks from hazardous  CO2 pipelines, providing safe distances from a home, school, church, hospital, nursing or senior home, business, and any other occupied building. Zoning also can address emergency services and mitigate damage to farmland and roads.

None of us who live here asked for this pipeline to be built, but without your action, we are the ones who will bear the risks, the costs, and the damage to our land, while Navigator and its partners reap the profits.

I urge you to take action on our behalf, and do so immediately. The approval process lasts just 11 to 12 months, and the clock started ticking on July 25.
