Most kids who get in trouble are not on a path to adult crime. Most young people in Pennsylvania's juvenile justice system are there because of low-level behavior like misdemeanors or failure to pay fines and are low risk to reoffend. HB 1381, sponsored by Rep. Dan Miller (D-Allegheny), will make our communities safer by putting fewer kids in jail and expanding opportunities for them to make amends in their community through diversion programs.
