The petition to Congress reads:

“The writ of habeas corpus is a legal right guaranteed by the U.S. Constitution and protects every person on U.S. soil from arbitrary and unlawful detention. The threat to the writ of habeas corpus not only undermines our Constitution and democratic ideals, but also represents a willingness by the Trump administration to circumvent Congress, which holds the sole authority to suspend habeas corpus during circumstances of “rebellion or invasion." Should the Trump administration suspend the writ of habeas corpus, everyone would be at risk of wrongful detention — indefinitely. As such, Congress must uphold its duty and act unequivocally to protect this fundamental American right.”
