We expect the Texas House to vote on BOTH school finance bill House Bill 2 and voucher bill House Bill 3/Senate Bill 2 next week – as early as Wednesday.
Together, these bills represent a money grab from charter schools and private schools while our already underfunded public schools get crumbs.
HB 2:
Raises the basic allotment – base state funding for public schools – by $395 per student. We need a $1,386 per-student increase just to make up for inflation since 2019, the last time the state increased its share of public school funding.
Raises the amount of the basic allotment increase that has to go to employee raises from 30% to 40%, but explicitly removes librarians, counselors, and nurses from the list of employees who must receive a raise.
Ties other dedicated teacher raises to the pay-for-performance Teacher Incentive Allotment that links raises to student test scores.
Triples facilities funding for charter schools, which educate just 7% of Texas students, while state support for ISD facilities has fallen 67% in the past decade.
HB 3/SB 2, meanwhile, sets aside $1 billion in taxpayer money for a private school voucher program open to all Texans – even Elon Musk's kids could get this money.
