ABOUT:

This year marks the 50th anniversary of Title X, the nation’s family planning program. However, the future of the program is in peril. Recently the 9th Circuit Court of Appeals upheld the Trump administration’s gag rule on Title X, the nation’s family planning program. Last year, many providers, including Planned Parenthood, dropped out of the program. The administration’s actions have weakened Title X, the damage to the program includes a 47% reduction to the networks capacity nationwide per Guttmacher. Concretely, following the implementation of the Title X rule, 18 grantees left the program, along with many more subrecipients; this left 30 states with reduced or no Title X networks, and nearly 1000 fewer service sites for patients.

We need Congress to act now to protect Title X by including language to block the rule in the 2021 Fiscal Year Labor HHS bill to rebuild and reverse the severe damage caused by the rule.

PHONE CALL SCRIPT:

I am a physician/constituent from [your state] and an advocate/supporter with Physicians for Reproductive Health. I am calling to urge Senator __________ to protect Title X in the budget process.

Prior to the Trump Administration’s new gag rule, the Title X family planning clinics formed a critical safety net of needed preventive health services that provided vital family planning services including contraception, STI testing, and information about pregnancy options including abortion. The domestic gag rule prohibits Title X facilities from sharing information about abortion and has caused the departure of Planned Parenthood, the largest nationwide family planning provider, from the program. Blocking people from getting full s and accurate information about all of their options from providers is wrong. [Optional language: As a health care provider, I know that withholding critical information and referrals is unethical and harmful to patients.]

[As a physician] I am alarmed by this unethical changes made to Title X and the 9th Circuit Court's decision to uphold the rule. Please ask Senator to support language blocking the rule in the 2021 Fiscal Year Labor-HHS bill and to support full funding of the Title X program. It is essential that this program be protected and rebuilt.
