State Representative Penelope Tsernoglou introduced House Bill 4838, which would phase out the sale of dogs, cats and rabbits in pet stores. This bill would put an end to the puppy-mill-to-petstore pipeline and drive the pet market in Michigan toward more humane sources, like shelters, rescues and responsible breeders. Michigan stores import over 4,000 puppies annually and you can see which breeding facilities they source from here.

As a voter and resident of Michigan, I am writing today to request that you support HB 4838, the Puppy Protection Bill. Please make no mistake, this bill does more than protect dogs in puppy mills, it also protects your constituents.

Stopping the puppy mill to pet store pipeline in Michigan is a crucial step to help both animals and people. Each year Michigan puppy stores import over 4,000 unaltered puppies from out of state puppy mills. The parent dogs are often kept in confinement with little to no human interaction and are living in the most bare minimum of standards.

Health documents also show that many of the puppies are coming with illnesses and genetic diseases. The cost of treating those illnesses often falls on the consumer. Beyond that, but several puppy stores also offer predatory financing with rates climbing as high as 188%. This predatory business model is outdated and deserves the attention of our lawmakers.
