I am very concerned about the issues of carbon capture and storage (CCS), CO2 pipelines, and the production of blue hydrogen in Indiana. We need a public process and community dialogue to assess the impacts of these projects.

1.) Dirty hydrogen projects will create even more pollution in our already-burdened Hoosier communities:

Creating hydrogen from natural gas using CCS will harm neighboring communities and Lake Michigan. These so-called “blue hydrogen” facilities emit substantial health-harming pollution, like nitrogen oxides, particulate matter, and methane, that CCS does not capture. Blue hydrogen production also requires abundant water: Typically, 1.9 million gallons daily, much of which cannot be recycled.

2.) Cleaner alternative technologies to dirty hydrogen are available that will protect good-paying Hoosier jobs:

Electrification and green hydrogen technology for steel production from renewables, like solar, would future-proof steel jobs and the regional economy. This technology is projected to lower carbon emissions by 90 percent and be commercially available as early as next year. Transitioning to a "green steel" economy could retain Indiana's 28,000 steelworker jobs and protect them from the boom and bust cycles of the fossil fuel industry.

3.) Dirty hydrogen projects threaten Hoosiers’ safety and property rights:

Hydrogen is highly flammable and prone to leaks and catastrophic fires, raising concerns with transporting and storing hydrogen across our region. Transporting and storing the CO2 captured from the hydrogen production process raises similar concerns. Counties likely to be affected by BP’s proposed CO2 pipeline would need significant training and resources to address a leak of the odorless and invisible gas. Potentially lethal plumes from CO2 pipeline ruptures, like in Satartia, Mississippi, Sulphur, Louisiana, and Decatur, Illinois, can stall vehicles and asphyxiate residents and emergency responders in the immediate blast zone. Ruptures can permanently damage neighborhoods and farmland, cause water contamination, and even trigger earthquakes. An estimated 30 percent of private land will be taken by BP through eminent domain for the pipeline, likely displacing landowners and their livelihoods and irrevocably harming property.

4.) Dirty hydrogen projects could benefit from federal tax credits that waste Hoosier taxpayers' money:

Dirty hydrogen projects like BP’s could receive substantial federal tax credits for CCS (45Q) or hydrogen production (45V) at the expense of Hoosiers. BP, other oil companies, and their subsidiaries spent more than $4.9 million lobbying on hydrogen policy in one quarter alone last year. Federal funding should be spent on essential services that benefit Hoosiers, not dirty projects that benefit only industry.

Given these concerns, I urge you to request an immediate public process on BP’s dirty hydrogen project and all other CCS and hydrogen projects in Indiana. I also ask that you require these projects to prepare Community Benefits Plans as a forum to advocate for community transparency and accountability.
