Oregon students can't succeed if they're hungry, unhoused, or priced out of essential textbooks and course materials.

The legislature's current budget framework includes base funding for campus Benefits Navigators — a huge win that only happened because students, staff, and advocates like you spoke up.

But we can't stop here. Without additional investment, student housing programs and Open Educational Resources will shrink, and Benefits Navigators will struggle to meet rising demand.

HB 3182 & HB 3183 are our best chance to protect and grow these essential supports. Legislators need to hear from the people who know higher ed best — that means you.

Please support full or increased funding for HB 3182 and HB 3183 in the final budget. Students can’t succeed if they’re hungry, unhoused, or priced out of learning materials. Let’s invest in their future.

Without additional investment, the programs that are helping students survive and succeed — Benefits Navigators, affordable student housing, and Open Oregon Educational Resources — will be forced to cut services at a time when students need them most.

I’m part of Oregon’s higher education community, and I see how financial hardship puts college out of reach for too many students. These are not new programs — they’re proven, effective, and already making a difference:

1. Benefits Navigators served 17,270 students last year, connecting students to food, housing, and aid. This was a 25% increase over the previous year.

2. College Housing Northwest and ARCS programs have kept over 200 students housed since 2020. Without CHNW's support, many of these students could not afford to continue their classes today.

3. Textbook affordability grants for faculty have saved Oregon students over $25 million on textbooks and course material costs since 2015, representing $11 in savings for every $1 spent.

This is a smart, scalable investment — every dollar counts, and partial funding is far better than none. And with federal cuts looming, Oregon must act now to protect the progress we’ve made.
