Stop the Restrictions – Support Fair, Renewable Energy Rules in Navajo County

Navajo County is on the verge of passing a renewable energy ordinance that could block solar and wind development across the region. Help us ensure the rules are fair, science-based, and supportive of our local economy. Sign this petition to demand better from the Planning & Zoning Commission.

We, the undersigned residents of Navajo County, urge the Planning and Zoning Commission to reject any ordinance that unfairly restricts renewable energy development and instead adopt a policy that supports both landowner rights and community benefits.

Wind and solar projects in our region can bring:

1. Local jobs and new income streams for farmers and landowners

2. Millions in tax revenue to fund schools, roads, and emergency services

3. Cleaner, more reliable energy and reduced water use—especially important in a drought-prone region

But as written, the draft ordinance includes ambiguous zoning language, excessive setbacks, and vague visual restrictions that could block good projects from ever getting off the ground—even with full community support.

We call on the Planning & Zoning Commission to adopt a renewable energy ordinance that is clear, fair, and forward-looking. Specifically, we urge them to:

🔹 Remove "Preferred" and "Disfavored" siting labels that limit flexibility and create confusion
🔹 Set clear, science-based standards for setbacks:

  • Limit turbine setbacks to 1.1x–1.5x turbine height
  • Cap shadow flicker at 30 hours/year
  • Keep noise limits between 50–55 dBa

🔹 Allow landowners to waive setbacks if they choose
🔹 Restrict visual impact rules to federally designated landmarks (like National Parks), not arbitrary 10-mile zones
🔹 Create separate, solar-specific standards to reflect differences from wind technology
🔹 Add clear bonding, road use, and emergency planning rules that empower local fire districts
🔹 Allow for development agreements in lieu of Special Use Permits where appropriate

By adopting practical, community-informed regulations, Navajo County can become a model for clean energy done right. Let's not miss this opportunity.
