
Extreme sentencing laws have filled up Pennsylvania prisons with sick and elderly people. As taxpayers, we are spending millions to incarcerate those who are the least likely to re-offend. SB 136 and HB 587 would provide medical and geriatric parole opportunities to protect public safety, save tax dollars, and reunite families. If passed, the bills would:
- Allow incarcerated people and families to petition the Parole Board for medical parole if they are terminal or have a serious illness
- Allow incarcerated people who are 55+, have served (the lesser of) half their sentences or 25 years, and are not a danger, to petition the Parole Board for geriatric parole
- Mandate that DOC quickly notify families of their loved one's terminal diagnosis, and allow special family visitation
- Streamline individual, family, and attorney access to medical records to support petitions
- Require DOC to train staff to assist people with this process, and keep statistics on whether it actually does so
