Ban Fill and Build Development Practices

We, the undersigned individuals and organizations, demand that the practice of fill and build on flood prone areas be banned through regulatory reform of the NFIP.


Fill and build is the widespread practice of clearing a site, piling up dirt or gravel, and building structures on top. The unintended consequence is increased flooding of adjacent, low-lying homes and businesses, as well as soil and water contamination. Though fill and build delivers quick profits to developers, it brings long-term high costs for residents and existing businesses impacted by flooding; it also brings higher taxes and insurance premiums for everyone. 


Land development is essential for economic and social progress. But it must be done responsibly and sustainably. That means away from floodplains or  using different practices, such as building on stilts with flood compatible landscaping or agriculture beneath. Banning fill and build now will preserve existing neighborhoods, make future communities more secure, safeguard property values and protect the environment.
