Background

Every parent with young children knows how hard it is to pay for quality child care and early education. It often costs as much (or more than!) housing or university tuition.  

Child care subsidy is an essential program that puts child care and early education within reach for families with low incomes. But the funding rates are very outdated and falling far short of the true cost. Especially in rural areas, subsidy rates are too low to keep child care businesses open and serving families. 

44% of North Carolina families live in a child care desert, where there are five children in need of care for each available slot. Rural communities face the greatest child care shortages.  

Improving child care subsidy reimbursement rates can ensure that more children have access to early childhood education that put them on track for school success.  

Parents in every corner of North Carolina deserve the chance to choose early childhood education that will give their children a strong start for happy, healthy lives and greater school success. Stronger investments in child care subsidy will support families, strengthen our state's workforce, and give more kids a strong start.
