I am writing to you as a concerned constituent regarding the House-passed state budget proposal and HB 1 and HB 2, our state budget bills. I believe that our state budget should reflect our commitment to ensuring every Granite Stater has the opportunity to thrive.

The House’s budget proposal appears to prioritize narrow fiscal goals over essential human needs. I am particularly concerned about the following proposed cuts and eliminations, and urge you to restore them in the Senate budget proposal:

1. Changing the funding structure for the Alcohol Fund, which supports prevention, treatment, recovery, and harm reduction programming across New Hampshire. The proposed changes may limit the scope of the Fund to opioid-related programming only and lead to the elimination of contracts with Opioid Abatement Funds.

2. 3% cut to Medicaid reimbursement rates, which would further strain our health care system, reduce access to care for our most vulnerable residents, and potentially force some providers to limit Medicaid services or close their doors entirely.

3. $19 million reduction in Community Mental Health Program supports, which provides critical resources for mental health services throughout the state, affecting Community Mental Health Centers, the state’s Mission Zero program, and the state’s Rapid Response mobile crisis teams, among many other services.

4. Suspension of State Loan Repayment Program enrollment, which helps with health care workforce shortages by providing funds to health care professionals working in underserved areas.

5. Elimination of the Office of the Child Advocate, which works to ensure that no child in New Hampshire is in an unsafe situation.

6. Elimination of the New Hampshire Commission on Aging, which helps ensure the state is prepared for the rapid demographic shift.

7. Elimination of four filled positions at the Department of Education that help implement prevention and student wellness programming in schools across the state.

8. Defunding of the Prescription Drug Affordability Board, which works to limit prescription drug costs for New Hampshire households.

9. Removal of all state general funds for the Tobacco Control Program and elimination of all law enforcement positions with the NH Liquor Commission Division of Enforcement, reducing the state’s ability to prevent tobacco and alcohol use among youth.

These services and programs are not expendable—they are investments in the health and well-being of our communities. I urge you to put people first and protect these critical resources.
