In December 2022, Congress passed the FDA Modernization Act 2.0 to eliminate an animal-testing mandate for drug screening that had been in place since the Depression Era. But the FDA's regulations that require testing on animals conflict with its plain language. This needs to change. The FDA must adhere to the intent of the FDA Modernization Act 2.0 and remove this antiquated, unnecessary, and inhumane requirement for animal tests from its regulations.
The tool to make this happen is the FDA Modernization Act 3.0 (H.R. 2821 and S. 355). It compels the FDA to act.
