In recognition of the role postsecondary institutions play in promoting and supporting nonpartisan democratic participation, this toolkit was created to help guide college and university personnel in securing and applying FWS funds in order to maximize the positive impact this opportunity can have on civic engagement among students and in a campus community. Within this resource you will find:

  • Background on the federal policies that enable this particular deployment of FWS funds, what election-related activities they do and do not permit, and how they can assist postsecondary institutions' compliance with legal requirements to provide voter registration information to their students as defined in the Higher Education Act.

While no one resource can account for the full diversity of needs and contexts at all U.S. postsecondary institutions, this guidance aims to address the most common questions, challenges, and use cases at colleges and universities that have used, or are considering using FWS funds for nonpartisan student voter engagement work. By demystifying core elements of the process with action-oriented insights, we hope to inspire action that will, in turn, make the democratic process more accessible for campus communities throughout the country.
