Stand with Pennsylvania families and protect Head Start

As Congress considers the federal budget, I urge you to protect and fully fund Head Start — a
program that is deeply rooted in Pennsylvania’s communities and essential to the well-being of
thousands of families. In Pennsylvania alone, 30,000 children depend on Head Start for high-
quality early education, nutritious meals, health services, and family support. At the same time, it
supports almost 10,000 jobs across the state, bolstering both families and local economies.

At a time when research has clearly demonstrated the life-long benefits of early education, and
when an overwhelming majority of Pennsylvanians recognize its importance, it is indefensible
that cuts to this vital program are even being considered. In a recent poll, 83% of Pennsylvania
voters support using state and/or federal funds to pay for Head Start — a powerful
reflection of how deeply valued this program is across political and geographic lines.

Head Start is an investment in our youngest learners, their families, our communities, and the
future of our commonwealth. It improves educational outcomes, health, and social-emotional
development for our most at-risk children. Head Start parents and guardians are working
families, with 66% of them working, in job training, or currently in school.

Without this support, many families — especially those in rural areas where Head Start is often
the only early education option — would face impossible choices between their children’s care
and their ability to work. That’s a burden no parent should have to bear.

Early learning opportunities are essential for cognitive, social, and emotional development – and
Head Start provides these foundational skills to low-income families. Its positive impact is well-
documented, its value is widely supported by PA voters, and its role in supporting families and
setting the foundation for a child’s future success is undeniable. Cutting this program would not
only hurt children and families in Pennsylvania — it would undermine decades of progress in
access to education, community well-being, and pathways out of poverty.

We must continue investing in what works. I urge you to stand with Pennsylvania families to
protect this essential program and reject any attempts to weaken or eliminate it.
