A similar request has been made in the Senate, which is still working on its version of FY 2021 Interior appropriations legislation.

Your Representative and Senators can help ensure that this language makes it into the final FY 2021 Appropriations Bill, and as a constituent, YOU can influence their support. Please ask your Representative and Senators to speak up for the American public, which overwhelmingly wants our wild horses and burros protected and managed humanely on public lands, by asking the appropriations committee to include this language in FY 2021 appropriations legislation.

As your constituent, I urge you, as a member of the Appropriations Committee, to support  the below request for language in Fiscal Year 2021 Interior appropriations legislation to require the Bureau of Land Management  to humanely manage federally-protected wild horses and burros. This request was submitted by several members, including the chairs of the House authorizing Committee and Subcommittee with jurisdiction over the agency. 
 
“No less than 10% of the Bureau’s budget shall be spent to implement scientifically proven, humane, reversible fertility control, and the Bureau shall report to this Committee within 12 months of enactment the detailed methodology and results of such a program. Of that 10%, the Bureau shall prioritize pilot public-private partnerships with non-profit organizations for the implementation of scientifically proven, humane, reversible fertility control programs where appropriate. No funds shall be used for surgical sterilization procedures on free-roaming horses and burros.”
 
This legislative language is critical to efforts to reform the BLM’s current unsustainable and inhumane wild horse and burro program, which relies on cruel and costly roundup and removal of wild horses from public lands instead of humane, scientifically recommended fertility control to manage these animals in the wild.
