I urge you to sign Senate Bill 434 (Min), Public Transit for All: Improving Safety and Increasing Ridership. This bill addresses the pervasive, harmful, and preventable street harassment of women and other vulnerable groups when riding public transit.

California’s public transit systems provide a crucial service to local communities. Unfortunately, women (trans and cisgender) and other vulnerable communities are often unable to safely access these systems due to street harassment, which can include unwanted sexual and racialized comments and slurs, whistling, leering, and other intimidating actions. For example, Stop AAPI Hate has received more than 4,000 reports of hate against Asian Americans and Pacific Islanders in California since the start of the COVID-19 pandemic. A majority of these reports involve verbal harassment in public spaces such as public transit.

SB 434 would require the ten largest transit operators in California to collect and publish survey data related to the harassment of diverse riders. This data would help operators better understand their ridership and experiences with safety, including street harassment, and develop effective ways to improve the rider experience. Operators could use the community survey tool being developed by the Mineta Transportation Institute pursuant to SB 1161 (Min), which became law with your support last year.

SB 434 is an important step forward in centering rider safety, comfort, and dignity, which is critical to rebuilding trust with diverse communities and bringing back riders. For these reasons, I respectfully ask for your signature on SB 434.
