The 1966 federal Historic Preservation Act law as amended requires all public agencies to cooperate with State Historic Preservation Offices in protecting historic resources by making a determination of historic significance and any potential negative effects of proposed actions.
We, the undersigned, understand that the North Dakota State Historic Preservation Office is in the process of making a determination on the historical significance of the wild horses in Theodore Roosevelt National Park according to NPS National Register guidelines.
We ask that in light of the published work of Dr. Castle Mc Laughlin and the opinion of Robert Utley, former Deputy Director for the Advisory Council on Historic Preservation, that the North Dakota State Historic Preservation Office grant historic and cultural significance to the wild horses of Theodore Roosevelt National Park.
