No other state in the United States has a level below .08, please don't experiment with Utahns who drink. Don't waste scarce law enforcement resources on non-drunk DUI's!
This law will stop responsible adults from legally enjoying a drink with dinner. Our laws should target dangerous drunk drivers, not moderate, responsible social drinkers.
For some Utahns, a single beer at a ball game or a champagne toast at a wedding will get them to .05 BAL. A 120-pound woman needs only two drinks to reach the current legal limit of .08. At that level, studies show she's roughly as impaired as a driver talking on a hands-free cell phone. The same woman can reach a point .05 level with as little as one drink. Unsurprisingly, more than two-thirds of all drunk driving fatalities are caused by drivers with blood alcohol levels of .15 or higher. That's more than five drinks for a 120-pound woman.
Fewer than 1% of traffic fatalities occur below the point 08 legal limit. This law targets the wrong people!
This untested social experiment will dramatically hurt the state with tourism and economic development by advancing the 'Utah is weird' scenario. I am sure the Colorado Tourism and other western states economic development teams can't wait for you to sign this bill into law.
We already lost hundreds of jobs and many millions of dollars from the loss of the Outdoor Retailers Convention--we cannot afford this risky social test! Let another state go to .05 first! If the evidence shows that .05 makes roads safer, THEN Utah can take action. Not now, Governor. VETO this bad idea until there is evidence somewhere in the USA that this idea works.
