EO121 is bad for Alaska's health

I am writing in opposition to EO121, the proposal to split the Alaska Department of Health and Social Services. And I am urging you to introduce a bill opposing this split.

Bad public process yields bad outcomes. As of February 7, 2022, no meaningful Executive Branch public process has been used to inform Dunleavy’s Executive Order split. In a survey of  Bread Line Stone Soup Kitchen, Planned Parenthood Votes, Choosing Our Roots, the Alaska Black Caucus, Alaska Literacy Program, Refugee Assistance and Immigration Services, the Alaska Food Bank and more social service organizations, none were consulted.

The split will only add to the financial cost of social services. Estimates show that the reorganization will add 11 new positions, 10 reclassified positions and added interagency receipts. This cost at least two million more dollars in overhead and bureaucratic waste. No money will be added to service providers, already overburdened and under supported.

The split silos state services, hurting agency collaboration. Separating the people serving agencies from their benefits severs health from wellbeing. Elders, foster children and people with disabilities will suffer from added complications in accessing much needed health services and benefits, which some have already paid into the system through the years.

Perhaps most dangerous of all, this division will hurt rural Alaskans who already have little access to services. The split creates the infrastructure needed to privatize our health and social services. Alaskans lose most when their misery earns a profit. The split allows detached programs to become isolated and become easier to contract to firms that care more about making money than helping people.

As we continue to face health and economic crises, and a potential change in governors, major change makes little sense. It is on the burden of the state to prove that the change will help the public. Logic and data suggest that the split will only hurt Alaskans.

Please hear HSCR 2 in the Senate Health and Social Services Committee and convene a  joint session before March 17th to vote on the resolution.
